As of August 2023, there are a total of 402 registered (pilot) second-hand car export enterprises in China, covering 27 provinces (autonomous regions, municipalities) across the country. This data comes from the list of regions approved by multiple departments such as the Ministry of Commerce in three batches, including the first batch of pilot provinces and cities such as Beijing, Tianjin, Shanghai, Guangdong, and Sichuan, as well as the subsequent expansion of 20 cities and 14 new regions.
On March 1, 2024, the export of second-hand cars changed from "pilot" to "record keeping". After the comprehensive opening up, local governments are actively promoting the record keeping of second-hand car exports. As of the end of 2024, the number of enterprises that have passed the record keeping of second-hand car export qualifications has increased to more than 2800 nationwide, and the annual export volume is expected to exceed 400000.
The more than 2800 second-hand car export enterprises that have completed the filing are half less than the more than 6000 expected, which is indeed an accident. The main reason here is that more enterprises are unfamiliar with "foreign trade and second-hand car exports" or dare not "step out" (that is, the key to getting out is "step out", while more people are afraid to "step out").
In addition, in 2025, local governments will further actively promote more enterprises to join the second-hand car export registration. For example, Chengdu plans to expand the number of second-hand car export enterprises to 100 by 2025, while emerging regions such as Hohhot in Inner Mongolia are also accelerating the layout of second-hand car export business.
It should be noted that in 2025, there will be some new registrations, but at the same time, there will also be more "registrations expire" that do not complete the application review, which will be more than the new registrations. Therefore, the overall number of registrations in 2025 will not increase but will decrease.
The list and specific information of nearly 3000 second-hand car export enterprises that have been filed above (which have been basically sorted out) are being further sorted out. We will attract 200-300 enterprises to become the main shareholders of "49 people" in various regions in 2025, to complete the "division of labor, cooperation, and clustering" centered on the "chain owner" of exported cars.
